Welsh Housing Quality Standard (WHQS) The WHQS is the target standard for all social housing in Wales and must be met by 2012. The minimum standards for homes are that they must:
• Be in a good condition and structurally stable;
• Be safe and secure;
• Have proper heating, and be fuel-efficient and well insulated;
• Contain up-to-date kitchens and bathrooms;
• Be well managed;
• Be in attractive and safe environments; and
• Meet the needs of the people living in them as far as possible.
